Putin Proposes Plan to End Conflict In Ukraine

Russian President Vladimir Putin announced his proposal to end the conflict in Ukraine, during a NATO summit on Wednesday .
Putin initially announced his plan immediately after arriving in Mongolia, saying that the first step to end the war would be to "end active offensive operations."

The focus of the NATO summit meeting was to discuss the Kremlin's role in fueling the Ukraine conflict.
But Putin went ahead and proposed a seven-point plan that will end the fighting in Ukraine, amid the White House and other Western countries' attempt to focus on increasing Russia's sanction for its role in the war.
Putin reportedly drafted the plan while he was on a plane flying over Siberia.
Details of the peace plan were not mentioned, but Putin's remarks concluded that he and Ukraine president Petro Poroshenko had a long phone conversation regarding the situation.
Putin's plan included pulling back of Ukrainian troops from the rebel stronghold and to stop all air strikes in exchange for Ukrainians detained by pro-Russia separatists.
The plan also called for repairing damaged infrastructures and allowing humanitarian access to the rebel areas.
Initially, a Ukrainian spokesperson announced that the leaders have agreed on a ceasefire.
However, the announcement was later changed after an agreement was not reached, but said that both leaders "wanted to negotiate" a possible truce.
Despite cease-fire talks between Ukraine and Russia, Ukraine prime minister Arseny Yatsenyuk dismissed Putin's peace proposal, saying that it was a "trap."
Instead of receiving worldwide acceptance, Putin's plan raised more questions, since only hours before his announcement, a Russian spokesperson affirmed that Russia cannot enter into a ceasefire because it was not directly related to the conflict.
Analysts told the New York Times that Putin's move is directed towards emphasizing that Russia is in command of the outcome of the fight.
