"If I can be the mayor, I will encourage the government to work for all citizens effectively and honestly. This is my determination. Frist of all, we will focus on details. We will definitely abandon waste. This is an important thing. I think I will check myself first, then check our government and check the officials. Also, we should abandon gifts." "Speech of Zhu Rongji in Shanghai" was published on Aug 11th in Beijing and many important speeches were included in this book.

This book includes Zhu's speech for work, meeting and announcement from Dec. 1987 to April 1991. Most of the 106 speeches were the first time to shown to the public.
During 1980s, Shanghai became the most developed city in Mainland China and faced the problem of losing inside power, and Shanghai can't be in accordance with the outside world. Zhu Rongji became a mayor at that period of time and he fought for finance problem and citizen living problem. His hair turned gray in one year. He mentioned that Shanghai need high-pace management and they should focus on effective work.
He set up " one institute, one window and one seal" as the standard to attract foreign investment. Before that, a foreign investment had to collect 126 seals in China.
The new strategy attracted investors from all over the world. They became confident about Shanghai.
After that, Zhu motivated some other strategies to solve the social problems in Shanghai. He worked for a long time and Deng Xiaoping said he was a leader who knows economy. When facing difficulties, Zhu Rongji was brave to put new things into practice and to reform.
He pushed industries to a young and enthusiastic situation and helped to build new industries such as electronic tech, information tech and auto industry.
At the same time, he helped build Shanghai Stock Exchange, which was approved in June 1990. The first sentence he said in SSE was " this stock exchange shows our determination of reform."
He is brave to handle bad side. He doesn't escape from difficulties. Some officials want to be a " peaceful official" and they don't want to take the risk and challenge the difficulties. But if all the officials do so, China will keep falling.
