China to Encourage Social Capital to Invest in Railway Construction

China's State Council issued "Opinions of the State Council on Reform of the Railway Investment and Financing System to Speed up Railway Construction" on Aug 19.

According to the Opinions, the government will completely open up the railway construction market, make use of different methods and channels to raise the construction fund, and encourage the social capital to invest in railway construction. Moreover, the government will persist in the market orientation of railway tariff reform, improve the level of railway tariff, and build a dynamic adjustment mechanism to enable the railway freight rate to change in tandem with the road freight rate.
