China to Punish Party Officials for Poor Leadership

The Communist Party of China published a new policy on Sunday making Party officials accountable for poor leadership.
According to Xinhua, the internal Party accountability mechanism is targeting leaders of Party committees and discipline inspection committees. It aims to make them liable for grave consequences brought by negligence, poor work performance, and any violations of Party rules.

For instance, the Party will hold officials and party organizations accountable in cases such as failure to implement Party guidelines and policies, failure to discipline subordinates, inability to address loopholes in the management, and corruption under their departments.
Under the newly published regulations, leaders will be punished based on the severity of their actions, including being named and shamed at a certain level; receiving oral or written warnings; demotion, suspension, or dismissal from their positions; transferred to another department; and forced to resign. The organizations and officials involved may receive a number of punishments in the same case.
In addition, the Party organization will be restructured for serious dereliction of duty and violation of Party regulations. Officials will also be held accountable for breach of duty for life regardless of whether they are transferred, promoted or retire.
Furthermore, any serious wrongdoings will be announced to the public. The latest regulation will be implemented across all levels and divisions.
The recently introduced regulation is expected to improve party management, according to Xie Chuntao of the CPC Central Committee Party School.
"As an important and efficient tool for the party to manage and govern itself, the regulation will make party officials at all levels more responsible in performing their duties," he said.
As of May, there are more than 45,000 Party members and officials held accountable. Moreover, there are 119 documents involving accountability mechanisms for over 500 Party regulations with particular focus on administrative accountability in incidents and accidents.
The new regulation came into effect on July 8.
