China Proposes new Rules to Further Tighten Grip Over NGOs

(Photo : Getty Images.) China's Ministry of Civil Affairs is proposing a new set of rules that will further tighten the noose on NGOs operating in the country.
China has proposed a new set of tough rules for regulating non-government organizations (NGO), after framing tough laws earlier this year that were targeted at foreign NGO's, Reuters reported.
The rough draft released by the Ministry of Civil Affairs on Monday stated that NGOs operating in the area of environmental protection and health issues must disclose details of all their members s well as the source of their funding.

The draft further adds that NGO's must submit an annual work report to the government before May 31 and disclose the same to the public.
The ministry said that all NGOs who fail to comply with these proposed rules would be deemed as "abnormal" and their tax exemption and other benefits will be canceled. If non-compliance with rules continues for two consecutive years, they will be completely banned.
Justifying the new set of proposed rules, officials from the Chinese government claim that these rules will regulate the country's social sector, which has been plagued by a series of scandals in recent times, including embezzlement of funds aimed for charity.
Chinese officials have also defended the rules saying that only small group of law-breaking NGOs would be penalized, and there is no need to panic.
However, human right activists and other activists have criticized the rules. They allege that these rules farmed under the guise of regulation are aimed at curbing the activities of human right groups.
