‘Healthy China 2030’ Plan to Guide China’s Public Health Programs

The Communist Party of China (CPC) has adopted a national health plan covering the next 14 years in which it will play a more important role in building a healthier China.

The initiative called "Healthy China 2030" gives the CPC a leading role in attaining the plan's primary goal, which is to enhance people's health. It believes this goal can be achieved through institutional reforms and innovation.

Another key success factor will be mobilizing the public to participate in the plan. Emphasis will be laid on the health of key groups such as women, children, seniors, migrants and low-income groups.

Future efforts should focus on promoting healthy lifestyles; optimizing health services; improving health security; building a healthy environment and developing health industries.

CPC believes building a healthy China requires more government input and greater efforts to deepen institutional reforms; promote scientific and technological innovation; enact stronger legislation and expand international cooperation.

CPC said Party committees and local government units should speed up the formulation of supporting policies. It noted the Chinese people's health has historically kept improving but despite this, China still faces challenges brought by industrialization, urbanization, an aging population and lifestyle changes.

The plan should focus on the country's new development concepts: innovation, environmental concern, coordination and open and shared growth.

Healthy China 2030 was passed during a meeting of the Political Bureau of the CPC Central Committee presided over by Chinese president Xi Jinping, who is also general secretary of the CPC Central Committee.

CPC noted that health is the basic condition for economic and social development and a key indicator of the nation's prosperity. Healthy China 2030 is key to implementing the spirit of the Fifth Plenary Session of the 18th CPC Central Committee and to improve people's health.

Xi last week called for full protection of the people's health, arguing that public health should be given priority in the country's development strategy.

"The all-round moderately prosperous society could not be achieved without people's all-round health," said Xi.

China will also engage in global health governance and implement its commitment to the UN 2030 Agenda for Sustainable Development.
