China is aiming to raise its citizens' average life expectancy to 77.3 by 2020 and 79 by 2030, according to a new health care blueprint published by the State Council on Tuesday.

The "Health China 2030" blueprint covers 29 chapters that include the sectors of public health services, environment management, the medical industry, and food and drug safety, state-backed Xinhua News agency reported.

In order to achieve the goal, the document revealed China's plans to boost its healthcare industry to 16 trillion yuan, up nearly four times its 2015 figure at 4.5 trillion yuan, state-backed Xinhua News reported.

At the local level, China aims to have at least three certified doctors or assistant doctors for every 1,000 citizens. Furthermore, at prefecture level and above, it targets to give citizens "good air quality" 80 percent of the year plus "more progress" by 2030, according to the Asia Times.

The government also plans to reduce infant mortality, traffic deaths, and smoking and alcohol abuse; improve cancer survival rate; prevent early deaths from chronic illnesses; and provide interventions on psychological illnesses.

It also aims to increase the number of active sports participants to more than half a billion (530 million) by 2030 and to implement a nationwide monitoring system to ensure food safety and curb food-borne diseases. Health education will also be incorporated into the country's education system, the Global Times reported.

"Health is not just about curing illness... With a focus on healthy life styles, the document places emphasis on health knowledge and skills, and encouraging good habits. This is the best approach," Liu Yuanli, head of the public health school under the Chinese Academy of Medical Sciences, said.
