The outgoing Obama administration has signalled out China for stopping India's entry in the coveted Nuclear Supplier Group (NSG) last year, summing up the communist giant's hindering approach with a critical word "outlier."
"Clearly there is one outlier that needs to be addressed and that is China," Nisha Desai Biswal, Assistant Secretary of State for South and Central Asia, told India's state news agency.

Without mincing any words, Biswal accused Beijing of advocating a two-step "non-discriminatory" approach against admission of non-NPT (Nuclear Proliferation Treaty) members in the NSG.
She said that the next U.S administration has now the responsibility to address and work on China's reservation against India's application.
Biswal once again reiterated that U.S President Barack Obama unequivocally believes that New Delhi completely meets the criteria for NSG membership.
She, however, did not assure that whether the upcoming Trump administration would continue with the same supportive stance.
Donald Trump will officially take the baton from Obama on Jan. 20, the day when he will be sworn as the 45th president of United States.
Trump has been out rightly critical about China since his campaigning days. In fact, the republican leader has sharpened his attack against the Asian communist country since his stunning election victory last year.
However, Trump has so far remained silent on China's hindering role in India's NSG bid, restricting most of his rhetoric attack on issues like Taiwan and South China Sea.
China officially cites India being a "non-NPT signatory" as a reason for blocking New Delhi's candidature in the 48-member elite nuclear group. However, Beijing's hardened stance is widely perceived to be due to the pressure levelled by Pakistan, whose NSG candidature is being vociferously supported by China.
China was apparently one of the few members that voted against India's application to join the elite nuclear club. The veto decision soon boiled into full fledge diplomatic controversy, with Modi government accusing Beijing of playing the role of a spoilsport in its NSG bid.
