A top diplomat from China on Wednesday said resuming the planned cyber security dialogue with the U.S. in the wake of cyber hacking charges would be difficult due to Washington's "mistaken practices."

Cyber security has been a major factor in the cooling bilateral relations between Beijing and Washington. The U.S. previously accused China of launching cyber hacking attacks on a number of American companies but Beijing denied the charges, Reuters detailed.

According to the U.S. Federal Bureau of Investigation, the hackers who targeted the U.S. firms were allegedly backed by Beijing. Washington indicted five Chinese army officers in May for the alleged theft of trade secrets, which led China to put an end to a bilateral committee on cyber security, the report stated.

The indictment marked the first time that the U.S. filed charges related to a hacking attack suspected of being sponsored by the state. It also further broke down the ties between the two nations, who have grown apart in 2010 when Google accused Chinese hackers of intellectual property theft, PC World added.

On Wednesday, Chinese foreign affairs state councillor Yang Jiechin spoke to U.S. Secretary of State John Kerry in Boston, urging Washington to take solid steps to foster an environment that would be conducive for the bilateral cyber security talks.

On Sunday, the Chinese Foreign Ministry released a statement on its website citing Yang as saying the U.S. should make a move for the cyber security efforts to resume. However, the diplomat said this would be a difficult task.

"Due to mistaken U.S. practices, it is difficult at this juncture to resume Sino-U.S. cyber security dialogue and cooperation," Yang's statement said.

Yang also reiterated that China is against all kinds of cyber hacking, PC World reported.

While Washington has repeatedly thrown hacking accusations at Beijing, the latter has accused the U.S. of hypocrisy, citing former U.S. National Security Agency contractor Edward Snowden's revelation of the agency's hacking activities which targeted establishments in Hong Kong and China.
