US, China urged to implement agreements

Chinese analysts have praised the fruitful talks between Chinese leaders and United States Secretary of State John Kerry but urged both countries to fully implement what has been agreed during Kerry's two-day visit to China.

Kerry's first-ever China visit was considered as timely, affording an opportunity for the world's two largest economies to explore new type of great power relationship, as proposed by Chinese President Xi Jinping.

The two sides exchanged views on Sino-American relations, and on international and regional issues of common concern, said Foreign Ministry spokesperson Hong Lei. There were short term issues that were discussed, such as North Korea's nuclear threat, but Kerry's two-day visit demonstrated goodwill and honest intentions, an observer said.

State Councillor Yang Jiechi , the nation's top foreign policy official, said the two sides would "strengthen practical cooperation" in areas including the economy, energy and environmental protection.

Indeed, Kerry's visit was not all about North Korea. China and the US have agreed to cooperate and provide objective dialogue about cyberspace, said Foreign Minister Wang Yi. The cyberspace agreement is an important matter in the meeting as China and the US have been exchanging accusations of launching cyber attacks, an allegation strongly denied by China.

Last February, a US security firm has linked China's military to cyberattacks on more than 140 US and other foreign corporations and entities but Beijing denied the allegation, labeling it as unprofessional and false, it added.

During his China visit, Kerry expressed the immediate need to speed up action on cybersecurity

"Cyber security affects the financial sector, banks, financial transactions, every aspect of nations in modern times are affected by the use of cyber networking and obviously all of us - every nation - has an interest in protecting its people, protecting its rights, protecting its infrastructure," Kerry said, as he announced that China and the US will set up of a working group on cyber security.

Premier Li and Kerry also agreed to issue a joint statement on climate change and announced that China and the US will set up a climate change workforce under the framework of the China-US Strategic and Economic Dialogue.

China and the US "recognise that the increasing dangers presented by climate change measured against the inadequacy of the global response requires a more focused and urgent initiative", they said in a statement issued in Beijing.

"By agreeing to raise the issue of climate change and energy policy to the ministerial level ... we put on an accelerated basis at a higher level our joint efforts with respect to energy and climate," Kerry said.

Both sides agreed to enhance dialogue and deepen co-operation in clean energy, to promote energy conservation globally and create more opportunities for business and employment.

While doubt's were raised on the timeliness of Kerry's China visit, which was made at a time that North Korea has issued a nuclear threat to its neighbor South Korea and the US, observers urged both the US and China to fully implement what has been agreed upon to show their sincerity.

Kerry, however, told reporters he, too, wanted to ensure that the pledges and agreements made during his two-day China visit were "not just rhetoric, but ... real policy".
