FCC Hybrid Plan Receives Harsh Criticism

(Photo : Reuters) The FCC has launched a new website specifically for complaints.

The FCC's "hybrid plan" for Net neutrality has been hit with criticism from all sides, after chairman Tom Wheeler tried to create a system where the back-end service would be changed to Title II common carrier, and the front-end would still be an information service, with lower regulations.

This split has been questioned by public advocacy groups, who believe this will still allow ISPs to offer paid prioritization and will also not make the front-end of the Internet any more competitive or cheap.

The split has been pushed by browser Mozilla and other open-net groups, but does not go far enough to put consumers first, companies second. MoveOn.org claims "Wheeler's approach would undermine Net Neutrality, would betray President Obama's calls to ban paid prioritization, and would be unacceptable."

This is one of the biggest things Wheeler is not taking into consideration with this plan: paid prioritization.  President Obama has called on the FCC to ban it and hundreds of thousands of consumers have written to the FCC to make sure this does not happen.

Paid prioritization hit the Internet when reports started circling about Netflix having to pay all of the ISPs to keep their data speeds high. This is only the start, according to several net neutrality groups, who see fast lanes as a way for cable companies to control the Internet - especially video.

Adding Title II to all broadband companies appears to be the only way to make public advocacy groups get on the FCC's side, but this would come at the cost of being sued by almost every ISP in the U.S.

If the FCC believes they can win against the ISPs, we might see the next plan for net neutrality include Title II for broadband companies as common carriers, but don't be surprised if Tom Wheeler skips some of the parts necessary to have full net neutrality.
