The 36-year-old Pacquiao, who won world boxing titles in eight divisions, also assured Arum that he has nothing to worry and that recovering faster than expected with his self-rehab methods.
The 83-year-old Arum, the Top RanK chief, was in Macau's Cotai Arena for his boxing card when he angrily made the comment after Pacquiao missed a rehab visit to his doctor, The National revealed.
The card featured that Cesar Cuenca beating China's 'IK' Yang via unanimous decision for the IBF junior welterweight title and Nonito Donaire knocking out Anthony Settoul in the second round.
Pacquiao had a planned check-up with his surgeon Neal ElAttrache at the Kerlan-Jobe Orthopaedic Clinic in Los Angeles on July 4.
The 36-year-old Pacquiao had surgery on May 7 to repair a torn right shoulder rotator cuff that was portponed so he could go ahead with his fight with Floyd Mayweather in the richest fight of all time.
Instead of seeing the surgeon, Pacquiao took a much-publicised trip to Indonesia where he was to film a television advertisement and visit a Filipina on death row.
It's no secret that Pacquiao, a congressman in the Philippines, is seeking a higher office than what he currently holds.
Arum insisted that Pacquiao's first priority was to see his surgeon to decide on his rehabilitation program.
Arum also said that he has no idea when the Filipino might return to the ring and that as far as he's concerned, Pacquiao's not an active fighter.
Still, there are talks that Pacquiao's next fight will be in Dubai in 2016, according to the website proboxing-fans.com.
Top Rank is reportedly holding a boxing promotion in Dubai in November with Pacquiao attending as a guest.
Possible opponents mentioned, although not necessarily for a Dubai fight, were Amir Khan, Keith Thurman, Kell Brook and Terrence Crawford.
