Mark Ruffalo aka the Incredible Hulk was originally part of the "Captain America: Civil War" script but was apparently cut from the movie. Ruffalo shared the sad news of the Hulk's lack of involvement in next summer's blockbuster movie through Italian website Bad Taste.

Though the Hulk was never really a part of the best-selling comic book series Civil War event that inspired the movie, Marvel Studios included several other characters that weren't involved in the comic book crossover event as well. Scarlet Witch, Hawkeye, Vision, are just a few of those so the Hulk would have been just another name on that list.
Below are Ruffalo's comments that were run through Google translate, which accounts for the inaccurate and incoherent statements. But it's accurate enough for us to understand his explanation.
"Because it's still missing is not known where. I thought that I would be in the film, but in the end evidently believe that reveal what happened Hulk is something too big, and Marvel wants to use this information later. My character had been inserted in the script, but then it was taken away. Who knows, maybe Hulk will never return. However, they want to keep the revelation of what happened a secret, because it is something really big. [sic]"
Hulk's departure from "Avengers: Age of Ultron" is actually the beginning of "Planet Hulk" storyline based on the popular comic-book series. Many speculate that the Hulk could probably end up doing that movie.
With no word yet from Marvel Studios as to the Hulk's current location, we can only guess what surprise the studio has up its sleeve.
"Captain America: Civil War" picks up where "Avengers: Age of Ultron" left off, as Steve Rogers leads the new team of Avengers in their continued efforts to safeguard humanity. After another international incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability and a governing body to determine when to enlist the services of the team. The new status quo fractures the Avengers while they try to protect the world from a new and nefarious villain.
