China and US In Negotiation For a Bilateral Cyberspace Security Agreement

An agreement in the field of international information security between China and the U.S is reportedly to be a work in progress. Reports said that China and the U.S. are pushing through with their talks on a treaty that aims to come up with possible solutions on relevant problems and conflicts that involve cyberspace security.

According to The New York Times, the two most powerful nations in the world are currently discussing matters about the first cyberspace security accord. The agreement seeks to obtain a bilateral commitment that no cyberweapon will be utilized by both parties that will disrupt or destroy vital facilities in time of peace.
The historic security agreement may cover cyber attacks involving critical infrastrature like electricity sources, financial institutions, medical facilities and telecommunication networks. However, the negotiating officials are yet to divulge specific provisions of the said international information security deal.
Reports also mentioned that the bilateral talks that have been said to be a work in progress for a few weeks now were known to be really vital and time-bound. The plan is to declare the cyberspace security agreement on Thursday, Sept. 24 during the scheduled state visit of Chinese President Xi Jinping to Washington -- meeting with U.S. President Barrack Obama.
In the past, China has been accused of cyber espionage and intellectual property breach. This includes an incident reported by Washington Post last June. It stated that Chinese hackers have breached the computer system of the Office of Personnel Management affecting approximately 4 million active and former federal employees. The cyber attack was considered to be the largest intrusion of federal employee data for the past few years.
Although there are some negative speculations regarding the treaty, many still believe that instituting this initial cyberspace accord between both parties would be a great development for peace.
“It would be the first time that cyber is treated as a military capability that needs to be governed as nuclear, chemical and biological weapons are,” said by the former Pentagon and State Department official Vikram Singh in a statement.
