China Seeks to Register 'Illegal' Citizens

Chinese authorities have issued strict directives calling for the registration of the country's estimated 13 million unregistered (or "black") citizens.
China is working to enroll every one of its citizens, including those conceived illicitly under the one-child policy, so they can qualify for "hukou" papers that permit access to social welfare.
As per the national registration data, China is estimated to have around 13 million unregistered (or "black") citizens. In the past, the authorities might have declined to enlist children born in violation of the family planning policy, or the parents of those children might not have enrolled them out of trepidation of discipline.

China's unregistered populace includes people without a birth certificate, youngsters conceived out of wedlock, orphans who are adopted outside the formal framework, and people proclaimed absent or dead.
The General Office of the State Council said on Thursday that it will uproot unlawful limitations to citizens rights to a 'hukou,' requesting local authorities to enlist youngsters regardless of the lawful nature of their introduction to the world.
Chinese citizens need 'hukou' for the protection of their fundamental rights and other social advantages.
The Chinese government has been working energetically to enroll unregistered citizens, as indicated by an announcement jointly issued by China's police, civil affairs, education, social security and health and family planning authorities on Thursday.
The announcement called for everybody to have access to 'hukou.' "No organization or individual is allowed to deny citizens their rights in this regard," the statement said..
