The Chinese government has been very aggressive in making their mark in the South China Sea that the U.S. military division is planning on stationing some of their B-1 strategic bombers, as well as surveillance aircraft in Australia, to make sure the goals of China will not materialize. David Shear, assistant secretary for Asian and Pacific Security Affairs, said that the installation of additional B-1 bombers is to discourage the Chinese ambitions in the South China Sea. This move by the United States within its military force is to make sure that there is a safe and free passage to the South China Sea.

In his speech at the Senate Foreign relations Committee, Shear said, "We claim the right of innocent passage in such areas and we exercise that right regularly, both in the South China Sea and globally."
The Chinese Foreign Ministry, on the other hand, expressed their distress on the U.S. statement as they believe that while they have the right and freedom to navigate the South China Sea, it does not mean that military ships and aircraft can have free access to such territorial waters.
Spokeswoman Hua Chunying also said that they will continue to secure their territory and encourage the United States not to make any provocations where territorial matter is concerned.
The defense department has made a statement saying that their partnership is not to aim at just one country, but is created to help protect territories globally. They also confirmed the U.S. military's presence in the country, citing installation of B-1 bombers and surveillance aircraft, but denied the allegations of any type of deployment.
Bill Shorten, an Opposition Leader in the United States, clearly is unaware of the said partnership but has supported the program, saying, "I think our region knows, we have the ANZUS alliance, I don't think anyone's ever said said we shouldn't have the American alliance."
