Screenrant reported that two new characters will be added in "Arrow" season 4 as Anarky and Mister Terrific will join the cast during Warner Bros./DC TV panel in the 2015 San Diego Comic-Con event last week.

It was recently announced that "Suits" star Neil McDonough has been confirmed to play the show's main antagonist Damien Darhk in season 4 as it was revealed in season 3 that Darhk was a former friend and ally of Ra's Al Ghul (Mattew Nable) until he was not chosen to be the "demons head" in the "League of Assassin's." He is now the head of his own organization which many speculated to be the H.I.V.E. and he will be Oliver Queen's (Stephen Amells) toughest challenge yet.
As for the new characters, Anarky is well known in the DC comics as an enemy of Batman and it will mark the second time a member of the Dark Knight's rogues gallery is introduced in "Arrow," with Ra's being the first. He has been known as an "anti-villain" in the comics as his goal is to "save the world," but he implores destructive and deadly means to do so. Anarky in the series will likely test Oliver's resolve of being a hero in the series.
As for Mister Terrific, "Arrow's" executive producer and showrunner Marc Guggenheim stated that he will likely work with Felicity Smoak ( Emily Bett Rickards) and it is implied that this version could be Michael Holt. Mister Terrific has a genius intellect as he ranked the third smartest person in the DC universe, and he created T-spheres to analyze several amounts of data as well as crime fighting.
Aside from the new characters, Cinemblend reported that David Ramsey's character John Diggle will likely receive his own costume in season 4 of the show.
It was heavily hinted by comic book fans that Diggle could be this version of John Stewart a.k.a. Green Lantern in the DC TV series, but is not the case since the website revealed several description of what his costume would look like in the show.
Diggle will sport a black helmet with a visor that comes down to his face. He will wear a black leather jacket and rest resembles that of a motorcycle outfit.
Comicbook.com was able to post a photo of what appears John Diggle's costume during the SDCC 2015 event.
It is unknown yet what kind of name will Diggle have in the show as Ramsey jokingly said that his name could be the "Black Driver"; however, Screenrant speculated that Diggle's vigilante name could be this version's Guardian.
"Arrow" season 4 will premiere on Oct. 7, 2015 on the CW Network.
