China Improves Case Filing Procedures for Every Citizen

The circular noted that Chinese police agencies should accept cases immediately without delay provided it falls within their responsibility.
In a bid to improve work efficiency and make case filing procedures for the public easier, Chinese authorities are set to remove certain unnecessary evaluation criteria for filings cases.
This development is a welcome improvement to the Chinese case filing procedures, which has been described as difficult for ordinary people.

The Ministry of Public Security published a memorandum ordering prompt and immediate acceptance of public reports and accusations on Tuesday. The circular noted that Chinese police agencies should accept cases immediately without delay provided it falls within their responsibility.
Additional unscientific and unnecessary evaluation criteria that could affect willingness to receive and accept cases must be avoided. Examples of these are requirements that must be removed such as crime incidence and case clearance rate quotas.
According to the circular, the top evaluation criteria now should be the public's satisfaction of police work. This places the citizens as top priority for government services and should give equal opportunity for everyone.
The circular also calls for more transparency of the procedures used for filing cases and further requires new cases received to be immediately filed online and promptly disclosed to each involved party, unless government classified information are involved.
The public can also now follow the latest development of cases via mobile apps such as Wechat or the police website.
The circular also writes out punishments in accordance with relevant laws for intentional fake reports and frame-ups.
