Granular Permission Apps were meant for internal debugging and users had minimal access to these apps. As compared to the old versions of Android, the newer ones hit these apps completely, but with Android M, users will have more access of the App Ops.
When the Android's Jelly Bean version was introduced, users had access to the granular permission feature because they had to individually accept or decline the running of an app on their smartphone; however, the newer versions like Kitkat eliminated this need, hiding the feature and therefore making it inaccessible to the users.

According to a report on Android Police, Google explained the reason behind hiding the apps saying that they were never meant for the consumption of the general audience. Their explanation also stated that the apps were meant exclusively for internal bugging. Meanwhile, users had already experienced the benefit of this app and the common sentiment was in favour of bringing them back.
Rumor has it that Google could be giving in to this demand by re-introducing the Granular Permission Apps in the upcoming Android M version. If the rumor is to be believed, app permissions will exist in two stages-within the app and in the main menu settings of the app. In the app, the users will be asked for permission through a series of dialogues as they progress to the different levels. With granular permission control being applied to every app, it is still unclear as to what happens if the app is denied permission.
The second option will be to have the permission control in the settings of the app. The users are most likely to be introduced to a familiar interface where a drop down menu will ask them to choose from the various permissions that are required.
According to International Business Times, the dynamic permission control feature will be available for every Android App and this will give users an opportunity to grant permission based on their needs.
